Gansu issued a notice regarding the special rectification actions for air pollution in the construction sector across the province, which emphasizes the continuous strengthening of dust prevention in municipal engineering construction, deepening the comprehensive management of urban road dust pollution, and promoting the upgrading and expansion of heating facilities. Localities are required to include coal-fired heating boiler replacement projects in urban heating planning, and in principle, no new coal-fired boilers of 35 steam tons/hour or below should be built in urban built-up areas at the county level and above. The construction of centralized heating networks should be accelerated, the pace of integration and networking should be promoted, the potential of combined heat and power generation and industrial waste heat should be fully tapped, and coal-fired boilers within the coverage of heating networks should be steadily phased out. Lanzhou City should accelerate the integration of small and scattered heating enterprises. Seize the major policy opportunities for the national promotion of the renewal of construction and municipal infrastructure equipment, actively seek various funding, accelerate the renovation and upgrading of old heating facilities and equipment, and increase the efforts to update coal-fired boilers of 35 steam tons/hour or below in urban built-up areas.

Implementation Opinions on the Action Plan for the Green, Low-Carbon, and High-Quality Development of Boilers

Recently, the General Office of the State Administration for Market Regulation issued implementation opinions on the "Action Plan for the Green, Low-Carbon, and High-Quality Development of Boilers," which mentioned: According to the division of responsibilities, the elimination of small power station boilers and old, inefficient industrial boilers in operation for more than 15 years will be promoted in an orderly manner; by 2025, cities that do not meet the standards for fine particulate matter (PM2.5) will basically eliminate coal-fired boilers of 10 tons/hour and below within their administrative regions, while key areas for national air pollution prevention and control, as well as cities at the prefecture level and above in the Northeast region and the Tianshan North Slope urban agglomeration, will basically eliminate coal-fired boilers of 35 tons/hour and below. Within the coverage of centralized heating networks, the construction and expansion of decentralized coal-fired heating boilers are prohibited, and the construction of new decentralized fossil fuel boilers is restricted. The "Guiding Catalogue for Industrial Structure Adjustment (2024 Edition)" will be strictly implemented, and under the unified deployment of local governments, the usage registration certificates for boilers listed for elimination will be promptly canceled; for boilers listed as restricted, new usage registrations for newly built boilers will not be processed, and regular inspections will no longer be conducted for boilers that have not been modified as required.
